Algunos políticos que negociaron privatizaciones se benefician con el tiempo de la empresa resultante. El resultado es que la ciudadanía confía cada vez menos en sus representantes políticos: nueve de cada diez españoles cree que los partidos protegen bajo sus alas a los políticos acusados de corrupción.

La lealtad política está tan en desuso que suena a arquetipo de la Grecia clásica. A valor casi extinto a recuperar propio, hoy en día, de una declaración de derechos de un comité olímpico o de una ONG. Pero si de lo que se habla es de un candidato político, ahí se pincha en hueso.

La cifra de 300 políticos españoles imputados ha dado la vuelta al mundo. De los imputados tan solo un porcentaje mínimo acaba en prisión, por lo que el asunto acaba saliendo rentable. Por lo menos, a los imputados. Pero otras actuaciones, no delictivas pero sí de dudoso gusto, son las que están colmando la paciencia de la ciudadanía. Porque a éstas, si se les une en la ecuación una operación bien medida, oculta y trazada, puede incluso servir de ascenso profesional. Ahí es cuando uno se encuentra con los  titulares que ocupan los top 10 de los medios de comunicación.

Algunos políticos españoles usan sus cargos públicos para enriquecerse -la lista de corruptelas está ahí- y/o como trampolín para un final de carrera de oro en la empresa privada. Y todo ello sin necesidad de saber de lo que se trata. La agenda telefónica y la facilidad para abrir puertas es el único requisito importante de sus currículos.

La lista es enorme. Desde Felipe González o Pedro Solbes -por hablar del PSOE-, pasando por Josu Jon Imaz –por meter a alguien más allá de los dos grandes-, y terminando con José María Aznar y Esperanza Aguirre (PP). Esta práctica también se reproduce fuera de nuestras fronteras, y escasean los exmandatarios internacionales que no asesoren a algún grupo o multinacional.

Privatizaciones

Lo extremadamente grave, que la clase política española no acaba de entender, es que la ley de incompatibilidades no debería servir para casos en los que el político, reposado en barbecho durante 24 meses antes de volver a la empresa privada, se incline por empresas privatizadas en procesos en los que él mismo tuvo algo que ver. Hablamos de Telefónica, Repsol, Seat, Endesa, Marsans y muchas otras más.

Sobre el papel, una privatización suele deberse a la necesidad de enderezar un rumbo negativo. En España, al contrario, la balanza de cuentas es lo último que se mira. Así se han practicado privatizaciones en sectores saneados y estratégicos como en el de la energía, telefonía o transporte. Apropiándose de la capacidad de generar ingresos que redundarían en las arcas estatales ahora gestionadas por telarañas.

Con la privatización de estas empresas se birló al Estado la capacidad de generar ingresos por otras vías que no sean, casi en exclusividad, la recaudación fiscal. Mientras tanto, muchas de ellas se han mostrado como fuentes inagotables de ingresos. La excusa más esgrimida, si tiramos de hemeroteca es que “la privatización no es una tendencia neoliberal, sino una política económica necesaria para fortalecer al Estado al reorientar sus actividades hacia el bien común”.

Así, esta misma semana hemos asistido al fichaje, finalmente abortado por salir a la luz pública, del exconsejero de Sanidad de la Comunidad de Madrid Juan José Güemes por Unilabs, la empresa que se ha hecho con la gestión de los análisis clínicos que le propio Güemes privatizó durante su mandato. O que Rodrigo Rato, imputado por el caso Bankia, ya ha encontrado un consejo de administración al que ofrecer sus servicios. En concreto el de Telefónica, empresa privatizada durante el Gobierno de Aznar siendo el propio Rato vicepresidente del Gobierno.

Aunque la lista es mayor y basta con echar la vista atrás hasta 1994, cuando el Gobierno socialista vendió la empresa pública Enagás a Gas Natural, resultado de la fusión entre Catalana de Gas y Gas Madrid. ¿Saben quién fue premiado años más tarde con un ‘sueldazo’ como consejero de Gas Natural? Sí, Felipe González.

Este tipo de ascensos, propios de cualquier sigla política casi sin excepción, han dejado el poso de que todos ellos están percibiendo el pago por los servicios prestados. Una especie de fondo de inversión con importantes intereses y beneficios. El resultado es que la ciudadanía ya no confía en sus representantes hasta el punto de que la proyección de participación en próximos comicios baja en diez puntos y de que nueve de cada diez españoles cree que los partidos protegen bajo sus alas a los políticos acusados de corrupción. En España, la lealtad política es, en realidad, lealtad a la chequera. Sin compromiso con la sociedad.
