Una imagen vale más que mil palabras, y este gráfico con los indicadores de confianza política de la ciudadanía española en los últimos 17 años es bastante claro.

Con las elecciones de 2011, que ganó el Partido Popular, la confianza de los ciudadanos en la política remontó respecto a la etapa anterior del gobierno socialista. Entre 2012 y 2013 el descalabro ha sido inmenso, ya que los datos son todavía peores que en épocas de escasa confianza.

La desafección de los ciudadanos es generalizada, también en el terreno económico -según las encuestas del CIS la confianza en la economía ha ido disminuyendo paulatinamente- y respecto al gobierno y la oposición.

Habrá que ver los datos del barómetro de febrero, tras el estallido del caso Bárcenas o el presunto espionaje en Cataluña. Afortunadamente, tenemos información, pero después, ¿qué? ¿Qué podemos hacer como ciudadanos para empoderarnos?

Indicadores CIS confianza política

La cuestión surgió en un debate tras una sesión en Medialab Prado (un espacio del ayuntamiento de Madrid) titulada “Esfera pública central y periféricas” sobre los diferentes actores que expresan la opinión pública: poderes político y económico por un lado, ciudadanía por otro.

En Qué hacen los diputados creemos que la información es fundamental para poder exigir explicaciones, entre otros, a nuestros diputados. En el blog hemos denunciado muchas veces la falta de información sobre sueldos y viajes de los parlamentarios, por ejemplo, o nos hemos preguntado quién introduce cada sugerencia en los informes de las ponenciasen la tramitación de una ley.

Sin embargo, con la información que tenemos disponible es posible saber gran parte de lo que hace el diputado de tu provincia: en qué proyectos de ley está colaborando, si pregunta por los problemas de tu zona, si asiste a los plenos con votación y qué vota en ellos, qué dice cuando habla en el Congreso, ante los medios de comunicación o en las redes sociales.

Ahí va una propuesta de guía para monitorizar a tu diputado en el Congreso

1. Comienza a seguir a tu diputado/a en las redes sociales. Los diputados básicamente usan Twitter y Facebook. Para encontrarlo entra en su ficha del Congreso, allí están enlazadas no solo sus cuentas en redes, sino también su blog si lo tienen. Para ver lo que dicen en Twitter no es necesario abrir una cuenta, pero sí aconsejable, en caso de que quieras comentar algo con ella o él. En Facebook sí que hay que abrir cuenta, tanto para añadirle como amigo/a como para seguir su “fan page”.

2. Sigue su trabajo en la web del Congreso, que publica las iniciativas que presenta y las intervenciones en pleno o comisión en la propia ficha del diputado/a que os hemos mostrado en el vídeo anterior.

Para saber si el diputado forma parte de una ponencia parlamentaria, es decir, si es uno de los diputados que ayuda a elaborar un informe previo a la tramitación de un proyecto de ley, ya tenéis que entrar en el proyecto de ley en sí.

Sabiendo en qué comisiones trabaja el diputado podemos ver los proyectos que tiene en marcha la comisión y si participa de ellos. Consultad este tutorial para encontrar la información de las comisiones.

3. Entérate de qué vota tu diputado/a: es posible saber qué ha votado el diputado en las iniciativas presentadas en el pleno y si el diputado ha asistido o no. En este tutorial os explicamos cómo llegar a la votaciones.

Hay que tener en cuenta que los datos de votación -y por tanto de asistencia- solo existen si ese día se vota. No hay ninguna otra manera de saber si los diputados acuden al Congreso, ya que no tienen obligación de “fichar” o de registrar su presencia.

4. Entérate de qué dice tu diputado/a en los medios de comunicación, qué se dice en los blogs, etc. En el siguiente vídeo que colgamos el pasado año os mostramos cómo crear alertas en Google Reader para que os lleguen las novedades automáticamente.
