Ahora que ya hemos realizado un balance individual y colectivo de lo que ha supuesto 2013, resulta estimulante especular (con fundamento) acerca de lo que con seguridad ocurrirá en este año que ahora empieza. Por supuesto, a falta de sorpresas inesperadas, también podemos hablar de lo que descartamos que vaya a suceder.

Apuestas seguras

Revisión de la calificación crediticia de la deuda autonómica. Según el calendario de agencias como Moody’s o S&P, además de Fitch, durante 2014 existirán un total de siete revisiones sobre las calificaciones actuales de la deuda estatal y de las autonomías. Este año será la primera vez que, por exigencia de la Unión Europea, las agencias desvelen los días exactos en los que emitirán informes sobre las calificaciones soberanas de España y de otros tantos países que examinan en Europa, Oriente Medio y África, así como de gobiernos autonómicos y locales.

La tecnología llega al Parlamento autónomico. Las Cortes castellanas y leonesas quieren que un procurador pueda votar telemáticamente cuando esté de baja por enfermedad o por maternidad, como ya se puede hacer en el Congreso o en el Senado. Según el diario “El Norte de Castilla”, en los próximos días todos los grupos políticos pedirán la reforma del reglamento.

Los Museos Regionales de Castilla y León tendrán entrada libre. De momento, solo será durante la última hora de su periodo de apertura de martes a jueves. Así mismo, el Musac, Museo de arte contemporáneo de Castilla y León reducirá su entrada general de cinco a tres euros.

Los debates sucesorios se resuelven según lo previsto. Según las últimas previsiones que realizó el BBVA para 2014, la economía regional será la segunda en tasa de crecimiento, tras Madrid, con un incremento de su PIB en un 1,3%. No será la única con este posible logro, ya que también Galicia y Baleares protagonizarían el mismo avance porcentual.

Julio Villarrubia refuerza su poder frente a Óscar López. Con la cúpula socialista enfrascada en el proceso de designación de su candidato para las generales, algo que les ocupará todo el año (será tras las europeas y casi con total seguridad en otoño), los barones autonómicos reforzarán su protagonismo. No solo por su apoyo a uno u otro candidato, si no porque también tendrán las manos libres para actuar sin tantas interferencias desde Ferraz. En este caso, Villarrubia pretende establecerse como una alternativa clara al predomino del PP en la región, aportando propuestas.

Casi descartado

Una mayoría absoluta en peligro. A pesar de las turbulencias a escala nacional, Castilla y León parece no cambiar de rumbo. Los ciudadanos no se plantean cambios radicales en la política autonómica, a no ser que suceda algún escándalo o imprevisto fuera de lo normal. Aun así, alguna encuesta deja entrever que el margen de la mayoría puede llegar a ser muy estrecho.

Se creará empleo neto en la región. El crecimiento, sin llegar a ser espectacular, se notará más aún entre los ciudadanos si logra crearse empleo durante 2014. Por lo tanto, hará falta alguna iniciativa más desde el Gobierno regional para apuntalar la recuperación: Estímulos fiscales que ya prevé el Presupuesto, así como el desarrollo de leyes que incidan en la ayuda al emprendedor y al medio rural o la futura ley de industria. Sin olvidar la definición definitiva del reparto de la PAC.
