Castilla y León saca pecho por sus cuentas en comparación con otras comunidades autónomas, pero no sería realista achacarlo a la gestión: las ayudas por su población envejecida y la inversión en deuda maquillan los resultados.

La Junta de Castilla y León puede presumir de encabezar el selecto club de comunidades que gozan de margen para ampliar su presupuesto gracias a la flexibilización del margen de déficit. El presidente Juan Vicente Herrera fue uno de los que más presionó, en público y en privado, para que las cuentas autonómicas (que suponen un 35% del gasto de todas las administraciones públicas) no sufrieran más “ajustes”. Y, en este caso, la jugada le ha salido bien.

Con las particularidades de Castilla y León, como receptora destacada del sistema de pensiones al ser una comunidad de población envejecida, el ejecutivo regional ha logrado cuadrar las cuentas y que, además, se destinen unos 277,8 millones en concepto de crédito extraordinario.

“Si hubiésemos presupuestado mal, maquillado, no podríamos hacer este proyecto de ley”, recalcó el portavoz de la Junta, José Antonio de Santiago-Juárez. Por su parte, Herrera ya ha asegurado que unos cien millones, el 36% del montante total, irá destinado a Sanidad. Mientras, el 17% será para Familia e Igualdad de Oportunidades, Educación recibirá el 12% del total (algo más de 33 millones); un Plan Espacial de Empleo para personas que han agotado la prestación sumará diez millones de euros y, finalmente, Fomento y Medio Ambiente, cerca de 84.

A pesar de estas buenas noticias, la Junta todavía mantiene su política de austeridad con respecto a las cifras macroeconómicas, aún por mejorar. Hace unas semanas conocimos la noticia de que el techo de gasto presupuestado para 2014 se reduciría en un 1,29% con respecto al de este mismo año. Esta cifra fue justificada en sede parlamentaria por la consejera de Hacienda, Pilar del Olmo, sin que la oposición pareciera muy receptiva a sus explicaciones.

Mientras que algunos califican de “oasis” las cantidades que logra mover el Gobierno regional en el mercado de deuda, debido a las recomendaciones de bancos de inversión como el Royal Bank of Scotland, el porcentaje del PIB autonómico destinado a la deuda sigue subiendo año tras año.

Aunque se tiene la sensación generalizada de que lo peor ya ha pasado, fue en 2012 cuando la deuda pública de la comunidad aumentó en más de 2.000 millones con respecto al ejercicio anterior. Por lo tanto, es ahora cuanto más debe esforzarse el Gobierno de Herrera en cuadrar las cuentas.

Ahora que los datos del primer semestre acaban de conocerse, puede afirmarse que se puede tener un moderado optimismo en relación al resto de comunidades, a la vez que persisten algunos puntos negros. Castilla y León no llega al podio de las más solventes y cumplidoras, pero ha sido la segunda que más ha conseguido rebajar su deuda en este último trimestre, ya que en 14 de las 17 ha aumentado.

La autonomía tiene un porcentaje de deuda, el 14,7%, cuatro puntos inferior a la media nacional, pero en datos absolutos la cantidad se ha cuadruplicado en el último lustro. Y, como hecho preocupante y a mejorar se encuentra la deuda de las empresas públicas regionales, que se ha situado ya en los 463 millones, un máximo histórico que sitúa a Castilla y León a la cola a nivel estatal (la sexta que más tiene en términos absolutos).

Castilla y León sigue siendo una administración pública en números rojos, como todas, pero en este caso existen motivos tanto para sacar pecho como para esconder la cabeza. En todo caso, los resultados sirven para ganar tiempo y para que, desde Madrid, no se aprieten tanto las tuercas en relación a los niveles de endeudamiento.
