Las novedades en torno al final de ETA que merecen ser consideradas tales caen en Euskadi a cuentagotas. Siete meses después de la última, el comunicado del Colectivo de Presos Políticos Vascos (EPPK, en sus siglas en euskera) responde a las recomendaciones que el Foro Social impulsado por Lokarri y Bake Bidean dieron a conocer a finales de mayo. A una velocidad inferior que lo que parte de la sociedad vasca hubiera deseado, “las consecuencias del conflicto” que se denominaron en la Conferencia de Aiete que sirvió de banderín de enganche para que ETA cesara su actividad violenta empiezan a ordenarse. Al menos sí en el caso de una de ellas: la penitenciaria. Que la Gran Sala del Tribunal Europeo de Derechos Humanos ratificara la sentencia que un año antes emitió la Sala Tercera sobre la aplicación irregular de la doctrina 197/2006 (Parot), ha supuesto la excarcelación inmediata de la décima parte de los reclusos que tenía el EPPK. El ministro del Interior, Jorge Fernández Díaz, conocido el comunicado del Colectivo, repitió que “la ley y nada más que la ley es la referencia”.

Mientras la izquierda abertzale -Sortu- y el EPPK, por ejemplo, ya han marcado posición en los últimos meses, la organización armada, otrora vanguardia de su sector, no ha movido pieza, más allá de algunos compromisos en comunicados, desde que anunció el cese de su actividad violenta. Los rumores, sobre todo en torno a la entrega de las armas, son persistentes y recurrentes en Euskadi durante los últimos dos años y medio.

El Gobierno español, muy criticado por algunos sectores incluso por cumplir sentencias europeas que no tenía más remedio que acatar, ha sido interpelado desde Euskadi -también lo hicieron los firmantes internacionales de la Declaración de Aiete- para que abra una comunicación con ETA y se incaute de sus armas. La negativa por respuesta ha llevado a poner sobre la mesa otras posibilidades. Lo hizo el PNV: sugirió hace un año la hipótesis de que el Gobierno Vasco pueda ser esa instancia ante la que ETA se desarmara. Y lo han vuelto a hacer Lokarri y Bake Bidean, con la constitución de una comisión para impulsar el proceso de paz que, entre sus cometidos, podría buscar fórmulas que posibiliten el desarme cuando ETA dé a conocer su decisión definitiva al respecto.

Con esta, ya son varias las navidades en las que las cuestiones en torno a los presos y al desarme han aparecido como principal tema en la agenda política vasca. Algo que, en este lento proceso unilateral de un MLNV al que tanto PNV como PSE reclaman más, se ha vuelto a repetir como se repetirá este sábado en Bilbao una multitudinaria marcha a favor de los derechos de los presos. Bajo el lema “Gota a gota somos mar” (“Tantaz tanta itsasoa gara”), la capital vizcaína será testigo de una movilización que los organizadores esperan que supere los 100.000 manifestantes y también pase por encima del presidente del Gobierno español, Mariano Rajoy.
