Los aires que circulan en los últimos días por los pasillos del Parlamento gallego siguen siendo propios de una ciclogénesis. El anuncio del cambio en las normas que rigen la asistencia como público a los plenos ha generado un clima de tensión que dificulta la normalidad del ejercicio político, proyectando una pobre imagen de la Cámara autonómica.

El Parlamento gallego representa al pueblo de Galicia. Esta simple frase, esta función básica y por todos conocida de esta institución, ha gozado de un protagonismo especial en la última semana. El anuncio de Pilar Rojo, presidenta de la Cámara regional, de gestionar directamente el cupo de invitados a la tribuna del hemiciclo –que, hasta entonces, dependía de cada partido político- ha causado un conflicto entre Gobierno y oposición que todavía sigue abierto.

Desde las elecciones autonómicas del pasado 21 de octubre diferentes asociaciones y colectivos han paralizado la actividad parlamentaria con protestas desde este espacio dispuesto para los convidados de las formaciones políticas. Ganaderos y afectados por la compra de preferentes han copado la atención de sus señorías increpando a la clase política por alguna de las gestiones llevadas a cabo por el Gobierno de Alberto Núñez Feijóo.


Los últimos, a mediados de esta semana, fueron los empleados del astillero ferrolano Navantia y un grupo de trabajadores de la Universidad de Santiago de Compostela.  Rojo ha ido calificando estas acciones de protesta como “incidentes” y “espectáculos lamentables que humillan a la democracia” y, ante esta situación, ha decidido copiar el modelo implantado en la Comunidad de Madrid, que ya prohibió el acceso a los ciudadanos desde el pasado diciembre en términos similares.

Derecho de admisión

En momentos políticos donde se suele mentar diariamente el principio jurídico de la “presunción de inocencia”, cuesta entender que la presidenta del Parlamento de Galicia se reserve el derecho de admisión de los ciudadanos, dando por sentado que todo aquel que desea asistir a una de las sesiones va a cortar, por norma, la actividad plenaria. También supondría prejuzgar a los diversos grupos de la oposición, como instigadores de todo conflicto surgido desde la tribuna del Pazo do Hórreo.

Hacía mucho tiempo que no se vivía tanta tensión a las puertas del órgano legislativo regional. Si tiramos de hemeroteca encontramos una situación similar en el año 2005. De aquella no se permitió la entrada a 40 alcaldes del Partido Popular, pese a estar acreditados. Núñez Feijóo, entonces líder de la oposición, atacó tal decisión y la tachó de “antidemocrática”. Precisamente el mismo término ha vuelto a ser usado en esta ocasión por algunos grupos parlamentarios para referirse a la decisión adoptada por Rojo.

Es evidente que algunas conductas que se han podido ver en la Cámara no se pueden consentir y han de ser motivo de sanción. Asimismo, queda claro que, si se cierran las puertas a la ciudadanía, se amplía la brecha manifiesta entre política y sociedad. El saludo oficial de Pilar Rojo en la página web del Parlamento habla de un esfuerzo de todos los componentes del hemiciclo para alcanzar un acercamiento a los ciudadanos y dar a conocer la actividad que allí se realiza. La presidenta titula el texto como: “Un espacio para la concordia”, y promete “hacer todo lo que esté a su alcance” para que se consiga este entendimiento entre las diferentes formaciones políticas que lo componen.

Por ahora, ese objetivo no parece que se esté alcanzando. Por el contrario, la imagen que se está proyectando dista mucho del clima que se debe ofrecer desde este tipo de instituciones. Habrá que ver si los nuevos cambios siguen adelante o si se llega a algún punto de consenso más beneficioso para Galicia y los gallegos.
