“Todo esto se arregla con un buen filete”. La receta la da un curtido funcionario de la administración pública española, trabajador incansable y de perfil campechano, con medallas al mérito de las dos administraciones centrales socialistas, una desde la mismísima Moncloa. Es la receta para arreglar algo con los sindicatos mineros, que cíclicamente ponen en jaque a cualquier gobierno que pretenda reconvertir un sector que, por este camino, seguirá en pie cuando Sony Music desaparezca por la crisis de la producción y el copyright.

Hasta ahora, sin embargo, que las negociaciones con los representantes sindicales requieran sentarse a la mesa y regarla con buen vino y carne casi cruda no era novedad. Ni siquiera alarmante. Eran las buenas costumbres de un carácter, el español, que en la cordialidad y el disfrute conecta puntos de encuentro y lima asperezas entre las distintas nacionalidades y regiones. El pago de la cuenta no iba a escote, pero era asumible si el premio era el acuerdo y evitar la enésima huelga, a todas luces innecesaria.

No obstante, a veces por el mismo procedimiento, se pactaban paros y luchas en la calle. Al fin y al cabo estar organizados debía servir para algo.

Alonso, el gran patrón

La parte más oscura de la relación entre la administración pública y el sector del carbón había recaído hasta ahora en el gran patrón, Victorino Alonso. La hemeroteca está llena de ejemplos. La polémica figura del máximo responsable del Grupo Alonso llevaba a retratarlo como una versión de la tierra cercana a los grandes capos del tan manido Chicago de la Ley Seca. En su biografía, plagada de controversias, se escribe el recorrido de un empresario que ha llegado a dominar casi por completo a la patronal, Carbounión, y a todo lo que se mueve en el sector.

De entre los rumores sin confirmación sobre Alonso destacan dos: que llevaba en su gran cartera de cuero negra una pistola y que era capaz de organizar una huelga de sus propios trabajadores mineros para lanzarlos contra el Gobierno, cortar carreteras, incendiar contenedores,  y así presionar para mejorar las condiciones de las ayudas públicas a la minería. Según un balance del ministro de Industria José Manuel Soria en comparecencia parlamentaria, desde 1990 la minería del carbón ha recibido un total de 24.000 millones de euros, cerca de 5.000 a las explotaciones en ayudas directas. Una de ellas, la de Alonso.

Villa el minero

La teórica némesis sindical de Victorino Alonso era José Ángel Fernández Villa. Este militante del PSOE y exsecretario general del sindicato de obreros Mineros de Asturias (SOMA-UGT) estuvo desde 1979 al frente de la organización y, el año pasado, con 71 años, decidió tirar la toalla y dejar paso a sangre nueva. Fernandez Villa fue, por tanto, el protagonista de todas las negociaciones que durante la transición política, años noventa, entrada del siglo XXI y actual crisis, llevaron al Gobierno de España a aprobar los diversos planes mineros de reconversión, prejubilaciones, proyectos de infraestructuras…

Esta longevidad en el puesto, y la presunción de que nada se movía en la política asturiana (y menos aún en el socialismo local) sin el gesto de asentimiento de Fernández Villa, se ha fundido en el tiempo y en el espacio con la revelación periodística de que la Fiscalía Anticorrupción investiga al exdirigente sindical por tener un patrimonio que no corresponde con su capacidad salarial.

Estas informaciones aseguran que Fernández Villa acumuló una fortuna de 1,4 millones de euros, la cual procedió a regularizar por obra y gracia de Cristóbal Montoro y su amnistía fiscal. No poder procesarle por delito fiscal por parte de Hacienda no ha impedido al Ministerio Público preguntarse de dónde había sacado tanto dinero el humilde jefe sindical de los trabajadores mineros.

El sector está en shock, sus hijos perplejos, y gran parte de la clase política, social y periodística local atando cabos. Hasta ahora, si el ennegrecido empresariado de la minería había atesorado toda la controversia sobre prácticas no precisamente acordes con la ley, se le une ahora el otro lado, que al parecer no pudo, o no quiso, resistirse al seductor y fácil camino del lado oscuro del carbón.
